The UR CUV is the legal basis for the General Car Use Contract (GCU). The GCU has defined the reciprocal rights and obligations of car owners (K) and railway companies (UK) with respect to the use of cars as means of transport in Europe and beyond. Currently, the GCU has 600 signatories in 20 countries. 1. The coordinated approach to the regulatory framework is defined by cooperation between national regulatory authorities and national security authorities to improve cooperation and the impact of concerted decisions. In view of the agreement reached between O-Rail Baltic Estonia, SIA “European Railway Lines” and UAB “Rail Baltica statyba” on the creation of joint undertaking AS RB Rail, however, OTIF also promotes a multimodal approach, and in the multimodal transport scenario covered in Article 1 of the CIV UR (Nos. 2 and 3) and the URIM (Nos. 3 and 4) the uniform rules apply for the lines of these lists.
